The government knows how to incent the behavior it wants through tax policy. During the recession in the 1970&#039;s we instituted an investment tax credit which encouraged investment in equipment. The business was permitted to write off a tax credit for investment in new equipment . It was based on a percentage of the purchase price. While businesses didn&#039;t necessarily have the immediate business to justify adding equipment there was a real incentive to upgrade and modernize to prepare for the next business expansion.
